April 10, 2003

It is reported that the local authorities in Leikha in southeast Shan State are taking counter measures on the investigations by the ICRC on human rights abuses including alleged gang rapes of Shan women by Burmese soldiers. The counter investigations team was led by the secretary of the local authority, U Kan Tun and he is supported by the immigration department and the police.

The team took a field trip from the 28th to the 31st of March and mainly investigated on Htae Seng and Htam Kham Villages which were visited by the ICRC. The team met villagers, elders and monks and interrogated them on what the ICRC asked them and especially whether the ICRC has contact with armed Shan rebels.

The ICRC team, composed of four foreigners and one Burmese woman, started investigations in Leikha Township since the 19th of March.
