Recent months have seen more attention than usual directed at the
Burmese leadership. The State Peace and Development Council (SPDC),
has held National League for Democracy (NLD) leader and Nobel Laureate,
Daw Aung San Suu Kyi under house arrest for nearly five months.
In a seemingly contradictory move the SPDC's new Prime Minister
proposed a new plan for democratic reform, commonly referred to
as the "Road Map".
Recently, the United States, the ASEAN countries as well as many
European countries have demanded the release of Suu Kyi and are
urging real democratic reforms. Adding to this momentum, a recent
conference of Pro-Democracy activists agreed on a series of resolutions
for a "Road Map to Democracy in Burma." In late October
the National Council of the Union of Burma (NCUB) released a paper
entitled, "Time for UN Intervention in Burma/Myanmar: A Threat
to International Peace and Security." This panel will address
some of the critical issues facing Burma's stalemate and in the
process the panel will address some of the following issues:
* The pros and cons to pursuing international action in Burma
* Real and potential foreign policy shifts among neighbors, donors,
and allies towards Burma, specifically ASEAN's recent break with
its non-interference policy in an attempt to influence Burmese reform.
* Plans for engaging the United Nations in Burmese "Road Map"
to democracy
* The role of United States, Japan and the European Union in pushing
for Democratic reform in Burma
