Your Excellency,

1. Firstly, we of the NCUB (National Council of the Union of Burma), deeply respect and recognize the continuous efforts of your Excellency in carrying out for the materialization of the 1991-2002 resolution of the UNGA on behalf of the UN Secretary General.

2. Following the "Depaeyin Incident", people of the International Community who cherish democracy have practically put their efforts for solving the crisis in Burma. The NCUB has noted this occurrence as somewhat distinctive.

3. The NCUB has deemed it timely to submit to your Excellency some of the stands which will reflect the attitude and vision of the people of Burma regarding the drawing of the road map.
As such the followings are the attitude of the NCUB regarding the road map leading to national reconciliation.

• In drawing the road map, the participation and desire of the ethnic nationalities and the main political parties are vital.

• To maintain as basic principle of the 1991-2002 UNGA resolution in drawing the road map.

• As the drawing of the road map is the starting point to decide the fate of the people of Burma, it should be initiated only by the UN to bring result.

• The drawing and the entire process of the road map for obtaining result should be under the monitoring of the UN.
